I live in Connecticut and 99% of the trout are stocked. Does matching the hatch work on stocked trout?

Yes, they adjust pretty quickly to their environment.

They have to eat or they die so they eventually begin to eat the same aquatic insects that the resident trout eat

Matching the hatch works because of a phenomena called "selectivity."

I stocked rainbows last week...I saw some rising and feeding a few hours after I released them in the stream.

After about a year stockers behave pretty much like a wild one. Before that they're pretty susceptible to anything that hits the water near them if they happen to be relatively shallow.
