Default Fall Trout in New York?

I may get a chance to be in New York State in either September or October. Columbus Day is always tops for Fall Colors. Are the streams in the Catskills open for trout fishing in September and October and if so- is it worth the effort or is the water too low- or whatever- to make fishing less than prime? What is the best time in the fall? Sept? Oct?

I live just about in the Catskills. You can find seasons at the NYS DEC website (from this page download the Fishing Regulations Guide PDF):

Freshwater Fishing Regulations - NYS Dept. of Environmental Conservation

For example you will be looking at Region 4 for Delaware County and the no kill West Branch of the Delaware is open until Oct 15th while the Beaverkill is open year round. Few fishermen, stunning colors in early October and YES it's worth fishing! PM me if you come out this way and I'll try my best to spend an afternoon with you showing you around.
