Top rivers for fly fishing Kings

I am looking for a small to medium sized river for fly fishing kings. Would like to stay at a reasonably priced lodge. Do not want to go to a river that has a high probability of being closed by an Emergency Order either!

The King Salmon fishery is troubled at the state wide level. With that being the situation this year it would be very hard to recommend a destination for 2013. There are many rivers where I fish for this species of salmon successfully but attempting to look ahead given the returns over the past 4 years I would be remiss in suggesting any of them to a visitor.
