Default Upper Bear around Evanston?

Was wondering if any of you know of good fishing on the Upper Bear. Saw some signs today while wandering around the Bear River State Park that they are trying to increase the boneville cutthroat population, and with all the boulders and **** they put in there for the nonexistent kayakers I figure there should be some good habitat.

Also, anyone know of a decent flyshop in or close to Evanston? All the decent sporting goods stores I knew of are either closed or gone to ****.
