Sorry, but I can't help you there. I know nothing about that stream, or many in the Red Wing vicinity in general. Hay Creek is in that neighborhood, but gets crowded with people from the Twin Cities during the winter season. If Spring Creek is open to winter fishing, then head over there and give it a try for a few hours. It might just be a little diamond in the rough for you. If it sucks, head over to Hay and catch a few so you don't end up skunked on the day.

Hay is your only winter steam option up that way... Plus I'm pretty sure Spring Creek is nothing but silt like the majority of the streams up that way... Very little public access but you can always knock on a door or call landowners using GIS info... It only takes one hole to find trout... But If you're not looking to waste time... Head to Hay or drive further to the Whitewater system
